Gladstone Phase 3 - Frost Avenue Improvements

The Gladstone Phase 3 project represents the final phase of improvements along the Frost Avenue Corridor. This phase included street and utility improvements along Frost Avenue from English Street to White Bear Avenue.

Project Description

Frost Avenue was fully reconstructed from White Bear Avenue to English Street. The improvements included bituminous pavement, curb and gutter, 8-foot wide trail on the south side of Frost Avenue, and 5-foot wide sidewalk on the north side. The project also included watermain replacement, sanitary sewer repairs, and upgrades to the storm sewer system.

Stormwater quality improvements within Wakefield Park will included the construction of two infiltration basins used to reduce nutrient loadings to Wakefield Lake and to provide a landscape amenity for park users. A sidewalk connection will be completed from Frost Avenue to the park facilities that were constructed in 2018.

Project Status

The majority of the project improvements have been completed. In the spring of 2020, construction activity will focus on finishing the infiltration basins within Wakefield Park, along with making any necessary warranty repairs within the project area.
