The Finance Department supports all city departments by providing financial management, accounting and treasury services. There are 3 documents prepared by the Finance Department for the benefit of Maplewood citizens as well as other interested parties including the State Auditors Office and bond rating agencies. These 3 documents are:

Financial Management


  • Assists in issuance of bonds to meet capital project needs
  • Banking relations
  • Calculation of local tax levy
  • Debt service analysis

Accounting

  • Accounts payable
  • Accounts receivable/billing
  • Fixed assets
  • Payroll
  • Periodic and annual reporting of operations

Standard & Poor's Investor Rating Service has assigned the City of Maplewood an AA+ bond rating.

    Ellen has worked for Washington County, where she was Deputy Director of Finance and Accounting from 2015-2016.  Previously, she was the Finance Director for the City of Forest Lake from 2004-2015.  Before that time, she was Finance Director for the City of Centerville for two years.  She served as the elected County Auditor of Lake of the Woods County from 1991 to 2002, after having served as Deputy Auditor since 1981.  She completed a Master’s Degree in Public Administration at Metropolitan State University in 2016.  She attained her CPFO certification in 2010 and actively promotes the CPFO program.  She is an active member of both the national GFOA and Minnesota GFOA. She has a son who is completing a Master’s Degree at the University of North Dakota.
